2019世界新能源汽車大會(huì)7月2日在海南博鰲召開。對(duì)大會(huì)的召開表示熱烈祝賀。指出，當(dāng)前隨著新一輪科技革命和產(chǎn)業(yè)變革孕育興起，新能源汽車產(chǎn)業(yè)正進(jìn)入加速發(fā)展的新階段，不僅為各國(guó)經(jīng)濟(jì)增長(zhǎng)注入強(qiáng)勁新動(dòng)能，也有助于減少溫室氣體排放，應(yīng)對(duì)氣候變化挑戰(zhàn)，改善全球生態(tài)環(huán)境。

With a new round of scientific and technological revolution and industrial transformation in the making and rising, the new energy vehicle industry is entering a new stage of accelerated development, which not only adds strong new drivers to the economic growth of various countries, but also helps reduce greenhouse gas emissions, cope with climate change and improve global ecological environment, Xi noted in the letter.

新能源汽車指采用新型動(dòng)力系統(tǒng)，完全或主要依靠新型能源驅(qū)動(dòng)的汽車，具有能耗低、污染物排放少等特點(diǎn)，主要包括插電式混合動(dòng)力汽車、純電動(dòng)汽車和燃料電池汽車。今年6月，發(fā)改委、生態(tài)環(huán)境部、商務(wù)部三部門發(fā)布的《推動(dòng)重點(diǎn)消費(fèi)品更新升級(jí) 暢通資源循環(huán)利用實(shí)施方案(2019-2020年)》提出，嚴(yán)禁各地出臺(tái)新的汽車限購(gòu)規(guī)定，堅(jiān)決破除乘用車消費(fèi)障礙;各地應(yīng)大力推動(dòng)新能源汽車消費(fèi)使用，不得對(duì)新能源汽車實(shí)行限行、限購(gòu)，已實(shí)行的應(yīng)當(dāng)取消;方案還提出鼓勵(lì)地方對(duì)無(wú)車家庭購(gòu)置首輛家用新能源汽車給予支持，鼓勵(lì)有條件的地方在停車費(fèi)等方面給予新能源汽車優(yōu)惠等。此外，方案也提出了大幅降低新能源汽車成本、穩(wěn)步推動(dòng)智能汽車創(chuàng)新發(fā)展、持續(xù)提升汽車節(jié)能環(huán)保性能等方面的內(nèi)容。
